The third quarter of 2025 recorded a notable uptick in new business registrations across the United Kingdom, with Scotland ranking second only to London in regional investment activity.<\/span><\/p>\n

According to newly released data from <\/span>Barclays<\/b>, based on research by <\/span>Barclays Eagle Labs<\/b> and <\/span>Beauhurst<\/b>, the number of active companies in the UK reached <\/span>5.48 million<\/b> by the end of Q3 2025 – an increase of <\/span>0.43%<\/b> compared with the previous quarter.<\/span><\/p>\n

At the same time, UK equity investment rose sharply by <\/span>78.4%<\/b>, reaching <\/span>\u00a35.89 billion<\/b>, driven primarily by growth in the <\/span>Digital<\/b>, <\/span>Professional and Business Services<\/b>, and <\/span>Financial Services<\/b> sectors.<\/span><\/p>\n

Broad-Based Growth Across the UK<\/b><\/h3>\n

Most UK regions experienced an increase in active companies during the quarter. The <\/span>North East<\/b> saw the largest rise, with a <\/span>1.03%<\/b> increase – equivalent to around <\/span>5,500 new firms<\/b>. Only <\/span>Scotland<\/b> and the <\/span>East Midlands<\/b> reported slight declines in incorporations, despite Scotland\u2019s strong performance in investment terms.<\/span><\/p>\n

The data suggests that regional business activity continues to diversify, with smaller regions showing resilience and adaptability despite a challenging macroeconomic environment.<\/span><\/p>\n

The Role of the UK Government\u2019s Modern Industrial Strategy<\/b><\/h3>\n

The UK Government\u2019s <\/span>Modern Industrial Strategy<\/b>, launched in July 2025, has played an influential role in shaping investment flows. The strategy identifies eight priority areas – collectively known as the <\/span>Industrial Strategy Eight (IS8)<\/b> – aimed at enhancing national productivity and innovation. These sectors include <\/span>Advanced Manufacturing<\/b>, <\/span>Clean Energy<\/b>, <\/span>Creative Industries<\/b>, <\/span>Digital and Technologies<\/b>, <\/span>Financial Services<\/b>, <\/span>Life Sciences<\/b>, <\/span>Professional and Business Services<\/b>, and <\/span>Defence<\/b>.<\/span><\/p>\n

Nearly <\/span>one-fifth (19.2%)<\/b> of UK companies now operate within these IS8 sectors. Together, they attracted <\/span>\u00a33.90 billion<\/b> in equity investment during the third quarter, representing <\/span>47.7%<\/b> of all UK equity activity. The <\/span>Digital and Technology<\/b> segment led the way, securing <\/span>\u00a32.37 billion<\/b>, followed by <\/span>Professional and Business Services<\/b> (\u00a31.24 billion) and <\/span>Financial Services<\/b> (\u00a3986 million).<\/span><\/p>\n

Abdul Qureshi<\/b>, Managing Director of Business Banking at Barclays, noted that the IS8 framework has provided clear direction for investment. \u201cThe government has set out a clear vision by identifying the IS8 sectors as priorities for UK growth,\u201d Qureshi said. \u201cWhile a significant share of companies now operate in these areas, sustained growth and investment continue across other sectors as well.\u201d<\/span><\/p>\n

Peter Kyle<\/b>, Secretary of State for Business and Trade, emphasized the partnership between government and industry, stating that the data demonstrates the country\u2019s appeal as a global investment destination. He described the Modern Industrial Strategy as key to \u201cdriving economic growth into every part of the country, creating jobs and new opportunities\u201d and offering investors long-term confidence.<\/span><\/p>\n

Sharp Rise in Equity Investment<\/b><\/h3>\n

The <\/span>Barclays Regional Investment Map<\/b> – a quarterly report produced by Barclays Eagle Labs and Beauhurst – highlights the rebound in UK equity activity following a quieter first half of the year. Total investment rose <\/span>78.4%<\/b>, suggesting renewed investor confidence across several high-growth industries.<\/span><\/p>\n

The <\/span>Digital and Technology<\/b> sector remained the primary driver, responsible for <\/span>\u00a32.37 billion<\/b> of total investment through <\/span>628 deals<\/b>, with almost half occurring at the seed stage. This indicates continued appetite for early-stage innovation, especially within software, AI, and data-led businesses.<\/span><\/p>\n

Although smaller in absolute company numbers, <\/span>Advanced Manufacturing<\/b> recorded the highest average funding per company, buoyed by two large transactions in automotive and manufacturing technology.<\/span><\/p>\n

The <\/span>Defence<\/b> sector also saw sustained attention from investors, particularly in regions with strong manufacturing and technology capabilities. Notable defence-related equity activity was observed in <\/span>London (\u00a365 million)<\/b>, the <\/span>West Midlands (\u00a335 million)<\/b>, and the <\/span>South East (\u00a34.3 million)<\/b>.<\/span><\/p>\n

Scotland\u2019s Standout Performance<\/b><\/h3>\n

Scotland emerged as one of the most dyn<\/span> amic investment destinations of Q3 2025, with equity investment increasing <\/span>675%<\/b> to <\/span>\u00a3507 million<\/b>. This surge was largely attributed to a major funding round by <\/span>Fidra Energy<\/b>, which raised <\/span>\u00a3445 million<\/b> to finance the <\/span>Thorpe Marsh Battery Energy Storage System<\/b>, a project designed to enhance the UK\u2019s renewable energy infrastructure.<\/span><\/p>\n

The country also led the UK in <\/span>Clean Energy<\/b> investment, securing <\/span>\u00a3450 million<\/b> – substantially ahead of <\/span>London (\u00a3121 million)<\/b>. This level of funding reinforces Scotland\u2019s growing influence in the national energy transition and its ability to attract large-scale private capital for sustainable initiatives.<\/span><\/p>\n

Beyond energy, Scotland continues to strengthen its reputation as a hub for academic and research-driven innovation. Outside the so-called <\/span>\u201cGolden Triangle\u201d<\/b> of Cambridge, London, and Oxford, Scotland now hosts the largest number of <\/span>university spinouts<\/b>, recording <\/span>339<\/b> in Q3 2025.<\/span><\/p>\n

Commenting on these trends, Qureshi highlighted that the rising levels of equity investment – particularly in Digital, Professional Services, and Clean Energy – underscore the UK\u2019s appeal to both domestic and international investors. He added that Scotland\u2019s performance demonstrates \u201cthe importance of growth across all pockets of the UK in driving national progress.\u201d<\/span><\/p>\n

Outlook<\/b><\/h3>\n

The increase in new incorporations and the strong rebound in equity investment reflect a gradually improving business environment heading into late 2025. With a broad base of sectors contributing to growth and a clear policy focus on innovation, sustainability, and advanced technologies, the UK appears to be entering a phase of renewed entrepreneurial momentum.<\/span><\/p>\n

While regional disparities persist, the overall trajectory suggests increasing investor confidence and a more geographically balanced pattern of economic activity.
